Technical Engineers

Technical Engineers include surveyors and inspectors. Surveyors are often the first and last of the Operating Engineers on a construction project. They determine the boundaries of the land, provide the construction staking so that the project is built correctly per the design and often provide a full topographical survey of the completed project. These are just a few of the tasks that keep Local 3 surveyors busy throughout the year.

Master Agreement

Local 3, in conjunction with our employer partners and the Northern California Surveyors Joint Apprenticeship Committee (NCSJAC), provides for a fully accredited Surveyors/Testing and inspection Apprenticeship Program.

Local 3’s Master Agreement for Testing and Inspection serves as the standard for wages, hours and working conditions and is the basis for the Prevailing Rate Determination for California’s 46 Northern California counties by the Director of Industrial Relations.

Since 1955, Local 3 has represented private sector Building and Construction Inspectors, Inspectors of Record, Special Inspectors and Soils and Laboratory Technicians. Since 2004, the union has represented Inspector Apprentices. Local 3 Inspectors lead the way in assuring the projects we cover are done right the first time, serving as the eyes and ears of the Architects, Engineers and Building Officials throughout our-four state jurisdiction.
