Operating Engineers Local Union No. 3 has provided full-service representation to the law enforcement community since 1968. The union’s philosophy of "Service is our first priority," is strongly supported by the business manager and officers.
Local 3 is a "full-service" union that assures public sector workers full due process during the initial investigative interview and continuing through arbitration and into court. Monthly union dues cover the costs. There are no additional charges or hourly attorney fees.
Workers represented by Local 3 receive the professional services of highly trained union business representatives, many of whom are retired from law enforcement. When attorneys are needed, representation is provided by Mastagni, Holstedt and Amick. The law firm has specialized in law enforcement representation for three decades.
Operating Engineers Local Union No. 3 also maintains a longstanding relationship with the Peace Officers' Research Association of California (PORAC). Local 3 is heavily involved with PORAC bills and legislation of benefit to the law enforcement community, such as binding arbitration, Police Officers' Bill of Rights enhancement and the protection of PERS pension benefits. In addition, Local 3 provides access to myriad PORAC Legal Defense Fund plans to suit the needs of individual workers or their associations.
In no other profession are the issues of labor and discipline of such paramount concern. A personnel file, or "jacket," has the potential to follow law enforcement workers from job to job. With this in mind, Operating Engineers publishes the Law Enforcement Internal Affairs Survival Guide, as an educational and informative resource for the public safety officer
