Office of Compliance and Civil Rights
The Office of Compliance and Civil Rights (OCCR) ensures all minorities have fair and equal access to the Local 3 Apprenticeship Program. The department monitors the graduation rate of apprentices and collects statistical information regarding apprentices who go on to achieve journey-level status in the Operating Engineers.
Local 3 does not tolerate discrimination of any kind. The OCCR monitors the local’s commitment to establishing a membership that reflects the changing population of California. Business Manager Russ Burns believes a diverse membership strengthens the union by bringing new perspectives and talents. The OCCR provides information that may demonstrate where the Apprenticeship Program can improve.
Although the local is not bound to accept a required percentage of minority members, men and women of all races have a right to the benefits of union membership. Quality of life issues, such as health care, good wages and pensions are common concerns for all working families.
